Hello folks. This'll be a place where you can offer your thoughts and opinions on what should be included in this project.
Several things I'd particularly like your thoughts on are: -
The inclusion of action points in the core rules,
How to synergise this with D20 modern (to allow for more modernish settings),
Whether to produce the beginner's guide first or the core rules for the average D&Der.

First, I'd like to try and sell action points. I believe they should be included because they're not complex and they add a dynamic element to the game. They allow for heroic victories and exciting battles and I've checked them out and I believe they're nice and balanced.
As for how to include D20 modern environments. Firstly, Ravenloft has an Era system, which allows for different kinds of cultures in one world, from renaissance to barbaric. I'm going to study this system in detail and see if I can't modify that. Also, as for weapons. I've had the idea of designating numbers to martial weapons.
For example, a longsword will be a Martial1 weapon, whereas a P90 submachhine gun will be a Martial7 weapon. This means that a longsword will be a martial weapon for a fighter from an Era1 setting and A submachine gun will be an exotic weapon for him. Whereas a longsword will be exotic to a fighter from an Era7 environment and a submachine gun will be a martial weapon for him.
Of course, these aren't the final numbers for the eras and this system will include rising costs for things from higher eras and maybe level adjustments if the player (somehow) gets a hold of an object from an era much higher.
As for which book to do first. I think I'm going to begin work on the Core Player's Handbook. This will be a complete version of the rules, of which I've so far been referring to as the Advanced Handbook.
However, I'd like to recant that and style that particular book as simple The Player's Handbook and the other one as the Beginner's Guide.
Also, this is a group project and so I'll be adding a section for people to discuss what should be in it and whatnot.
